Press Release - Broadband Survey - The Turks and Caicos Telecommunications Commission (the Commission) has hired Outside the Box to conduct Broadband Survey throughout the Turks and Caicos Islands. The Commission believes that the local telecommunications market could benefit from the introduction of Broadband Survey, as the Internet has become so ingrained within our society that so many facets of our lives are dependent on it. This fact is even more apparent than ever before due to the COVID-19 pandemic, which has forced greater importance on the use of the Internet to facilitate our daily activities. Due to the ever-growing reliance on broadband Internet, which has spawned an increase in internet demand, a 'best internet' internet service has become no longer acceptable. Consumers now have come to expect a fast, reliable, and responsive network that delivers all the applications they require, whenever and wherever they want – and with high quality. We wish to consult with the public on the current broadband internet services, to ensure the services meet the needs and quality expectations of all consumers in the Turks and Caicos Islands telecommunications market and therefore are seeking the assistance of the public to providing feedback.

This process constitutes the Commission’s third review of interconnection rates in TCI.

The Telecommunications Commission (the “Commission”) on 24, January 2020 launched a consultation process to review interconnection rates on domestic voice-related interconnection rate levels in the Turks and Caicos Islands ("TCI"), including the mobile termination rate ("MTR"), fixed termination rate ("FTR") and transit rates (“TR”). This process constitutes the Commission’s third review of interconnection rates in TCI. The Consultation Documents is available on the Commission’s website at http://www.telecommission.tc. In the associated Consultation Document, the Commission invited interested parties to provide comments on the Proposed Competition Regulations by March 23, 2020 and, as necessary, further reply responses by April 6, 2020.

Whiles no initial responses were received within the deadline of March 23, 2020, Cable & Wireless (TCI) Ltd ("Flow") asked the Commission for an extension for the filing date for the responses to the Consultation Document to April 30, 2020. To provide parties sufficient time to prepare responses to the matters raised in this consultation process, the Commission has decided to extend the submission filing dates as requested. Specifically, the Commission has revised the Initial Response and Reply Response submission dates as follows:

The quotation should be for the hourly rate charged for the conduct of legal services such as, but not limited to, negotiation, litigation and advocacy on behalf of the Commission. The services will be provided on an as needed basis but NOT sustained by retainer fee. The successful party must not have any conflict of interest with persons regulated by the Commission.

The Telecommunications Commission (the “Commission”) is hereby initiating a consultation process to review domestic voice-related interconnection rate levels in the Turks and Caicos Islands ("TCI"), including the mobile termination rate ("MTR"), fixed termination rate ("FTR") and transit rates (“TR”). This process constitutes the Commission’s third review of interconnection rates in TCI. The licensed operators who are directly affected by and, therefore, considered parties to this consultation process are Cable & Wireless (TCI) Ltd ("Flow") and Digicel (TCI) Ltd ("Digicel"). The Commission invites interested parties to provide their input and comments.

The filing deadlines for Initial Responses and Reply Responses are as follows:

Initial Responses must be received by the Commission no later than 3:30 p.m. local time on Monday, March 23, 2020.

Reply Responses must be received by the Commission no later than 3:30 p.m. local time on Monday, April 6, 2020.

The purpose of the project is to conduct a survey of international VoIP traffic entering and leaving Turks and Caicos in order that revenue recovery options can be identified, and future revenues can be predicted for different policies and legislation changes through what-if analysis. Without such traffic information, it will be difficult to identify meaningful policy options and even harder to quantify their effects.

The Commission is requesting quotes to assist with the development of a Telecommunications Emergency Preparedness and Response Policy for TCI, including consideration for telecommunications networks resiliency, security and emergency preparedness and response matters, and initiate a public consultation on the proposed policy and its implementation.

New Skies Satellites BV has applied for a Private Network License to facilitate satellite-based In-Flight Connectivity (IFC) services using Ku-band frequencies onboard domestic and foreign registered aircrafts that operate within the airspace or airports of the Turks and Caicos Islands. IFC will enable passengers to access the internet, television, and other multimedia services while onboard registered aircrafts, throughout all phases of flight. This service will be deployed over the following Ku-band frequencies:

The Telecommunications Commission is conducting a consultation into the use of the unlicensed frequency bands in the 900 MHz, 2.4 GHz and 5.8 GHz as a delivery mechanism to provide public telecommunications services, especially those that are offered commercially-for-profit over an unlicensed architecture, and to assess whether such commercial applications should be permitted within the Turks & Caicos Islands. As such, Industry stakeholders and the wider public are invited to participate and provide comments to the consultation questions that are defined within this consultation document.

The deadline for responses is August 19, 2019.

In 2016, the Telecommunications Commission consulted the TCI market stakeholders on the proposed introduction of Number Portability into the TCI telecommunications market and subsequently determined that operational/technology developments and consolidation between service providers across the Caribbean region are radically changing the market competitive dynamics.

The Commission believes that the local telecommunications market could benefit from the introduction of Number Portability across both mobile and fixed platforms, to bring value to the consumers, by enabling them to move their number to a provider of their choice that best meet their needs.

We wish to consult with the public on the feasibility of Number Portability in TCI telecommunications market and therefore are seeking the assistance of interested persons or companies to conduct a consumer survey to garner feedback on the development, implementation and introduction of mobile and fixed Number Portability services within the TCI.

NOW THEREFORE, the Commission announces the release of the Review of Flow’s Fixed Regulated Services Consultation Document on the Commission’s website www.telecommission.tc.

ACCORDINGLY, the Commission invites comments from interested parties on above consultation by no later than 4:30 p.m. local time on Monday, March 25, 2019.

In 2016, the Commission consulted the TCI market stakeholders on the proposed introduction of NP into the TCI telecommunications market and subsequently determined that operational/ technology developments and consolidation between service providers across the Caribbean region are radically changing market competitive dynamics. The Commission believes that the TCI telecommunications market could benefit from the introduction of NP across both mobile and fixed sectors since the freedom provided to TCI consumers to move their service to the service provider which best meets their needs could act as positive catalyst to change the TCI market competitive dynamics and enhance value to TCI consumers.
