The Telecommunications Commission is conducting a consultation into the use of the unlicensed frequency bands in the 900 MHz, 2.4 GHz and 5.8 GHz as a delivery mechanism to provide public telecommunications services, especially those that are offered commercially-for-profit over an unlicensed architecture, and to assess whether such commercial applications should be permitted within the Turks & Caicos Islands. As such, Industry stakeholders and the wider public are invited to participate and provide comments to the consultation questions that are defined within this consultation document.
 
Providenciales, Turks and Caicos- (July 10, 2019) - The Telecommunications Commission is seeking the counsel of the public on the subject of number portability for the Turks and Caicos. Number portability is the ability to retain your number when changing providers. This facility is regulated by the Commission but carried out by local telecommunications carriers.
 
The Commission on May 31, 2017 received two responses on to the Proposed Competition Regulations (the ConDoc) published April 19, 2017. The Commission hereby invites interested parties to provided their input and comments with respect to the responses received by Digicel and Flow, available on the Commission’s website under Public Consultation (PN 2017-3). Reply Responses are due on June 14, 2017 by 4pm.

Turks and Caicos Islands Fixed Services Price Regulation Review Consultation

WHEREAS, the Telecommunications Commission pursuant to the Telecommunications Administrative Procedure Regulations 2008, is initiating the present consultation process to seek comments on the Forbearance Proposal, including a series of specific related questions. The Turks and Caicos Islands Telecommunications Commission hereby gives notice that it is initiating this consultation process to assess the appropriateness of its proposal included in this Consultation Document.

NOW THEREFORE, the Commission announces the release for comments and consultation on the Fixed Services Price Regulation Review Consultation Document.

ACCORDINGLY, the Commission invites comments from interested parties on this proposed Forbearance Proposal. Comments should be submitted to the Commission within 4 weeks of the publication of this notice, and should reach the Commission by Monday, February 11, 2013, at their office at Business Solution Complex, Leeward Highway, Providenciales, Turks and Caicos Islands, or by mail to P.O. Box 203, Providenciales, Turks and Caicos Islands, or electronically via email at consultation@tcitelecommission.tc. All submissions should be filed electronically even if also filed in paper form.

On 17 September 2012, the Turks and Caicos Islands (“TCI”) Telecommunications Commission (the “Commission”) issued Telecommunications Decision 2012-7, the 700 MHz Spectrum Policy Decision (the "Decision"). Among other things, the Decision established a two-stage licence assignment process. The first stage was established to solicit expressions of interest for designated 700 MHz spectrum blocks from eligible applicants. If excess or overlapping demand was found to exist, the Commission would then undertake the second "comparative selection" stage of the licensing process.
The first stage of this process was initiated on 17 October 2012 when the Commission issued its First Call for Applications ("First CFA"). Interested parties were required to file responses to the First CFA on or before 31 October 2012. The Commission received several responses to the First CFA and has found, as described below, that there is excess and overlapping demand for certain specific 700 MHz spectrum blocks. Consequently, the Commission is initiating the second stage of the licensing process with this Second Call for Applications ("Second CFA").
Eligible parties intending to provide a response to this Second CFA should ensure that they are fully familiar with the Commission's 700 MHz spectrum policy as set out in the Decision. This Second CFA should be read in conjunction with the Decision and the First CFA.
